JOB DESCRIPTION: The Fair Housing Clinical Law Program Supervising Attorney is responsible for the administration of the day-to-day operations of the fair housing clinical course and student case work management, including curriculum and lecture development and community outreach and education.

QUALIFICATIONS:

  • A minimum of a completed J.D. degree;
  • Demonstrated design, organization, and program operation skills;
  • Experience in civil litigation, preferably in landlord/tenant or housing law;
  • Ability to teach and litigate civil rights and fair housing cases;
  • Ability to develop law school courses and curriculum;
  • Ability to communicate effectively both verbally and in writing;
  • Ability to coordinate outreach on a local and national level;
  • Ability to travel locally and periodically out of state;
  • Local Bar membership; and

JOB DESCRIPTION: The Equal Rights Center (ERC) is a national non-profit civil rights organization based in Washington, D.C.  With members located in 33 states and the District of Columbia, the ERC works nationally to proactively promote equal opportunity in housing, employment, disability rights, immigrant rights, and access to public accommodations and government services.  The ERC employs a variety of tools in advancing civil rights, including education and outreach, training, counseling and advocacy, research, investigation and testing, and enforcement.

The ERC is looking for a dynamic and energized professional with a passion for civil rights to be its Civil Rights Testing Manager.  Reporting to the Executive Director and the Deputy Director, this position is multifaceted and will include:

• Refine and implement tester recruitment, screening and training procedures.

• Recruit and maintain a diverse and highly trained tester pool through education and outreach, advertising, and networking in order to meet the present and projected needs of the ERC.

• Maintain organization’s tester database.  

• Design and conduct civil rights testing investigations in coordination with programmatic staff.

• Maintain and promote ERC tester morale.

• Monitor testing protocols and procedures for “best practices.”

• Develop and implement quarterly and annual testing plans and budgets.

• Maintain and update testing materials and methodologies to address testing requirements for purposes of research, meeting contractual obligations, or to address special investigative needs. 

• Monitor and report on local and national developments in testing strategies.

• Assist with other ERC programs and events as requested.

 

 

QUALIFICATIONS: KNOWLEDGE AND QUALIFICATIONS

• Strong working knowledge of, and experience with civil rights compliance testing methodologies and procedures. 

• Excellent oral and written communication, analytical, and presentation skills.

• Able to work effectively within a highly diverse community. 

• Well versed with word processing software (Microsoft Word) and the Internet; knowledge of desktop publishing and other databases (Excel, Access) is desirable. 

• Equally comfortable working both independently and as a member of a team. 

EDUCATION AND EXPERIENCE

Minimum of B.S. or B.A. in a related field (liberal arts, social science, law, psychology, or urban studies) is required, plus a minimum of 4 years of experience in civil rights testing with a fair housing organization, or similar private or public/governmental entity is preferred.

This position will require occasional non-traditional work hours for trainings, workshops, presentations, or investigations.

JOB DESCRIPTION: The Executive Director (the “E.D.”) of Housing Rights Center (“HRC”) must oversee, motivate and support a staff of approximately 20 persons, each of whom is a valued team member.  The E.D. oversees all of HRC’s departments (including counseling, outreach, investigations and litigation) and is responsible for preparing and overseeing HRC’s annual operating budget.  The E.D. also ensures that HRC is fulfilling its contractual obligations to numerous governmental entities.

The E.D. must periodically attend city council and other similar meetings, and network with others in the non-profit community (including local non-profit organizations, and fair housing organizations throughout the country).  The E.D., along with the rest of HRC’s management team, also oversees HRC’s annual summits and conferences.

The E.D. reports to HRC’s Board of Directors and must attend Board meetings. Along with HRC’s Board of Directors and the rest of HRC’s management team, the E.D. helps guide the future of HRC, including developing new programs and securing additional sources of funding for HRC so that HRC can continue making all our communities better.

ABOUT HRC:  HRC is one of the largest, non-profit fair housing organizations in the country.  Its mission is to enforce fair housing laws and prevent all forms of discrimination in housing.  HRC provides telephone and in-person counseling to both tenants and landlords regarding their respective rights and responsibilities.  HRC also contracts with many cities, counties, and other governmental entities in Southern California to provide fair housing services.  HRC investigates housing discrimination complaints and resolves cases in a number of ways, including conciliation, litigation, and referrals.

QUALIFICATIONS:

  • Bachelor’s degree required
  • Master’s degree, PhD and/or JD preferred but not required
  • Familiarity with state and federal fair housing laws required
  • Experience with management of a non-profit organization preferred
  • Must be an effective leader who can inspire others to reach their full potential
  • Must be articulate and able to communicate effectively with governmental entities

JOB DESCRIPTION: The Washington Lawyers’ Committee for Civil Rights and Urban Affairs is a nonprofit civil rights organization established in 1968 to address issues of discrimination and poverty in the Washington, DC area.  The Committee practices in six areas: housing, equal employment and public accommodations, disability rights, immigrant rights, public education and prisoners’ rights.

The Fair Housing Litigation Project is one of the Committee’s most active practice areas and has been counsel in a number of precedent-setting fair housing and fair lending cases.   The Fair Housing Project represents individuals and fair housing organizations in a broad spectrum of litigation under federal, state and local laws that impact fair housing rights.  It currently represents a groups of homeowners whose homes were destroyed or damaged by racially motivated arsons; individuals and organizations who are alleging that developers have failed to include legally mandated accessibility features for persons with disabilities in multi-family housing; tenants who have been harassed because of their sexual orientation; and individuals and organizations who allege that landlords and insurance companies discriminate against families who subsidize their rents with Housing Choice (“Section 8”) Vouchers.  The Fair Housing Project’s cases range in size from individual cases to nationwide pattern and practice cases.

Responsibilities include:
Managing an extensive fair housing litigation docket and other civil rights cases; supervising one staff attorney, one paralegal, and senior counsel assigned to work on cases for the project; coordinating work with other Committee Project Directors and pro bono counsel from a large number of cooperating law firms; developing cases and setting project priorities; representing the project in policy discussions with agencies and other civil rights organizations, and budgeting project expenses and revenues. 

QUALIFICATIONS:

  • J.D. and excellent academic credentials;
  • Minimum of five years of litigation experience;
  • Civil rights background generally, and fair housing experience specifically, is highly desirable;
  • Excellent oral and written communication skills;
  • Demonstrated management skills; and 
  • Ability to work effectively as a team leader with volunteer co-counsel and client organizations.
